The impact of delayed or prolonged construction process of development projects on development of Mui location: a case study of Mathuki Health Centre
Abstract
Since the majority of Kenya's people live in rural areas, there has been a
continued stress on the importance of developing the rural areas. Many
strategies have been used towards this end. District Focus for Rural
Development is one of them. To effect district planning, public planning
agencies such as District Development Committees and Sub-DOC agencies have
been established to protect and further the interests of society at large, at
the district level. The construction industry plays an important role in the
realization of rural development objectives. The industry is involved both
directly and indirectly in the provision of physical infrastructural
facilities such as roads. health facilities, factories, schools, churches.
water supply networks, etc. which have to be constructed in order to meet
these objectives. The industry must therefore efficiently carry out the
construction work arising out of these development needs.his study has been prompted by the fact that construction process of rural
development projects in Mui Location is delayed or prolonged resulting in
delayed project completion. The study examined the impact of delayed

The study specifically examines the district identification, prioritization,
approval and implementat ion process. A review of Ma t huk i Heal t h Centre showed
that project implementation is ineffective and as a result construction of
projects take too long to be completed. It was noted that whereas the role
of project identification has been decentralised to community level. the role
of project monitoring and ~valuation (at implementation stage) is carried
out only by the DOC at the district level.
