Change management, whether in the private or public sector is a daunting exercise
and it is important to properly manage strategic change in organizations since it
impacts on performance. Bracker (1980) argued that the word strategy comes from
the Greek stratego, meaning "to plan the destruction of one's enemies through
effective use of resources”. The concept remained a military one until the nineteenth
century when it began to be applied to the business world, though most writers
believe the actual process by which this took place is untraceable (Bracker 1980;
Chandler, 1962). Chandler (1962) put forward the view that emergence of strategy in
civilian organization life resulted from an awareness of the opportunities and needs -
created by changing population, income and technology - to employ existing or
expanding resources more profitably.
