Factors influencing implementation of Agricultural CESS funded projects in Naivasha constituency
Abstract
The purpose of this study was to establish factors influencing implementation of agriculture cess
funded projects in Naivasha Constituency in Nakuru County. Every person has a right to quality
life. Every government in the world dedicates substantial amounts of money towards improving
the living conditions of its people and especially the poor in society. The specific objectives of
the research are to establish the capacity of the County Government officials in implementing
cess funded projects. This includes their technical capacity in terms of skills and equipment.
Secondly, this study aims at establishing the environmental factors influencing implementation
of the cess funded projects in Naivasha. The study also looked at the influence of the pattern of
disbursement of cess funds on implementation of projects. Lastly, the research focused on how
community participation influenced project implementation. This study was significant in that
the findings will help in understanding the challenge of project implementation in Naivasha
constituency and also seek to find solutions to these challenges. The findings will help the
government both at the national and county level to implement projects effectively. This study
assumed that the sample was representative of the population, data collection instruments were
valid and that the respondents were truthful in their responses. This study was guided by the goal
setting theory which was advanced by Edwin Locke in the 1960s. This theory states that
employees are motivated by clear goals and appropriate feedback. This study employed
descriptive survey research design. The target population for the study were residents of Olkaria
location in Naivasha constituency with a total population of 27874 out of which 223 was the
sample size. Data was gathered through literature review, administering of questionnaires,
interview schedules and focused group discussions. Simple random sampling was done to
identify of 223 households where questionnaires were administered in the study area. The data
was processed and analyzed using frequency tables and percentages to aid in making key
decisions that will aim at improving utilization of not only flower cess funded infrastructure
projects but also general running of tax payer funded projects. This study also came up with data
analysis, presentation, interpretation and discussions based on the four objectives. Finally, the
study has a summary of findings, conclusion and recommendations made by the researcher.
