The provision or public transport is a service to the community. Public transportation system is the most effective mode or travel that can enhance the mobility or people in Dar-es-Salaam city. The public bus in Dar-es-Salaam projects a poor image from its slow speed. infrequent and irregular runs, unreliable schedule. poor riding comfort, uncertain arrival times, long waits at bus stop, crowded vehicles etc. The principal objective or this study "Promotion 01' an efficient and effective urban public transport in Dar-es-Salaam: the case or UDA" is to improve the quality of public transport in Dar-es-Salaam, to devise ways and means of optimizing the use of existing mas transportation system in the city. As a corollary to this objective the study is intended not only to gauge the level of passenger load factor and & assess the extent or utilization or bus fleet and personnel and the level or regularity and reliability or bus services, but a1 0 to suggest remedial measures. The first part of the thesis analyses the pre -empty demand for travel by public transport and the limitation a well as the extent of the facilities available in Dares- Salaam. A study of the factors attesting travel, mode of frequency, purpose and other related aspects of travel by public transport (i.e. activity pattern in the city) is also made. From the present bus travel characteristic and present and future land use plans, the author has projected travel demand by public transport. The study findings reveals that the expression of distance in terms of physical units such as miles or kms. doe not convey the full significance of spatial separation of the various parts of the city owing to the fact that the level of congestion is different on different sections of roads. In other words, the study testifies that travel time should be regarded as a better yardstick tor the purpose of ensuring the distance between various parts of the city and through this it is possible to explore was of increasing the efficiency of roadway by reducing travel time or increasing travel peed. The 8econ~ halt of the thesis incorporates enures aimed at promoting public transport in Dar-e -Salaam including the introduction of traffic management schemes which are consider d as ideal short term measures to tide over immediate exigencies and to facilitate efficient and safe flow of traffic to the existing network of roads by making best use of the available facilities and instituting new management and operational techniques designed to make effective use of existing equipments and personnel in UDA, and the introduction of new services to diminish the disadvantages tor the passenger in conventional public transport operation. Appendix A is on the performance of public transport system in the city of Nairobi, Kenya. The study findings here reveals that in order for public transport system in Dar-es-Salam to be successful, UDA seriously organize and administer the training of its staff covering all are S of its operation (management, traffic and administrative, road staff, engineering, accounts etc.). At same time, in order to make the best utilization of UDA drivers, conductors and mechanics, an incentive we should be introduced immediately.en_US
