The study focused on the factors influencing the implementation of the kenya sugar
industry strategic plan (2010-2014). To achieve this objective, case study was used and
it involved in-depth interviews with major stakeholders in the sugar industry which
comprised of the Chief Executive Officer of Kenya Sugar Board, Kenya Sugar Research
Foundation and sugar companies, and Permanent Secretary in the Ministry of
Agriculture. The data collected was analyzed through content analysis which gave the
conceptual approach in capturing the thematic analysis of the study. It was evident that
the sugar industry strategic plan was properly documented and activities pertaining to
implementation of the plan were still ongoing. The study identified some of the factors
that influence implementation of the strategic plan which included organization and
industry structure, communication, resources, human resource capacity and practice,
leadership and management, organization and industry policies and procedures,
management of information system, government policies, and competition. The
implementation of the strategic plan was found to be below par as was envisaged
during the formulation process. However, for the strategic plan to be implemented
successful there is need for institutionalization and operationalization of the strategy in
the day to day activities of key stakeholders in the sugar industry. In conclusion, the
success of the Kenya sugar industry can be realized through consideration of factors
influencing the implementation of the Kenya Sugar Industry Strategic Plan (2010-2014).
