Mainstreaming women in policies and programmes have been guided by different frameworks that have been developed over time. Such include: Gender Planning in the third world: Meeting Practical and Strategic Gender Needs by Caroline Moser (1986); Gender Analysis Framework, Harvard Model, (1985); Gender Equality and Empowerment Framework by Sara Hlupekile Longwe (1994); and ABC of Gender Analysis by Wanjiku Kabira and Masheti Masinjila (1997). There are very many tool kits that have been developed by specific UN agencies, such as POP (People Oriented Planning), African Medical and Research Foundation (AMREF), United Nations International Children's Emergency Fund (UNICEF), Danish International Development Agency (DANIDA) etc. All these are based on earlier gender analysis frameworks. These frameworks among others are easily accessible online. This tool kit presents guidelines for gender-aware policy analysis. The guidelines borrow from many studies and policy frameworks that have been developed including those developed by the African Women Studies Centre and in particular the policy analysis module for the master’s course on Women and Public Policy which was developed by Wanjiku Kabira in 2019. They reflect some of the traditional gender-aware policy analysis frameworks that have been in existence for many years now including the “Add Women and Stir” by Sarah Harding.en_US
