dc.description.abstractsince time immemorial, human beings have been preoccupied with making decisions about the phenomena of war and conflicts. The main concerns have been on whom the responsibility of deciding on the conduct of the war falls. It is generally accepted that war is a political decision. Wars or conflicts between states or communities are decided by the political leaders of those states. It follows therefore that the objectives and the conduct of wars must be guided and set out by the political leaders. This implies that the military then are only an instrument of politics. There has therefore, been debate on the role of political control over the use of force, violence or war.
