dc.description.abstractConstituency Development Fund (CDF) is a fiscal decentralized strategy that has a potential in uplifting the standard of living of rural population. However, due to corruption, mismanagement, loopholes in the CDF Act, and the Constituency Development committee (CDC) low level of CDF Act and its provisions, the fund is becoming increasingly ineffective and hence not able to meet the needs of the rural people. This is made worse because the level of CDF awareness and knowledge among the Community members is very low. The study was conducted in Laikipia East Constituency, which is in Rift Valley Province. The title of the study was 'The Constituency Development Fund: Assessment of its effects on livelihoods in Laikipia East. The central purpose of this study was to conduct a field based investigation aimed at improved understanding why CDF is not performing as it should in uplifting the standard of living in rural area and especially in Laikipia East. The main objective of the study was to find out the impact the CDF is making in improving livelihoods in the rural community by establishing the extent to which the community members participate in the CDF funded projects and whether by participating, community livelihoods are improving. Besides this, the study established the types of projects disbursed by CDF and the extent to which members of the community were satisfied or benefited from the projects. Also the level of CDF awareness and knowledge among the community and the level of CDF Act and its provisions among the Constituency Development Committee was established. A detailed literature review section which highlights various issues on CDF is presented. -Consequently two relevant theories to this study are clearly evaluated. A well thought out conceptual framework is presented showing interaction between variables. Operationalization of variable is also presented showing the objects of measurements. To draw a representative sample, the study adopted multi-stage sampling. The Sampling I, technique was meant to ensure representative of the study sample. The study used two primary data gathering instruments i.e. questionnaires and interview schedules. Questionnaires were administered to 201 community members. The data was also sourced from five key informants through the use of interviewing guide. The quantitative data collected was analyzed, presented and interpreted.Qualitative data was also factored to enable a rich description of findings. The statistical package for Social Sciences (SPSS) was used to compute the data in statistical manner. The result of the study revealed that the awareness and knowledge of CDF among the community members is low. This has led to low levels of community participation in CDF projects. Therefore; the community is not benefiting more and this translates to a very minimal impact of CDF on community's livelihoods.en_US
