In the last ten years, the Ministry of labour has recorded increased labour disputes, strikes and work stoppages in the public sector. This has led to a higher labour turnover especially in the health and education sector where the skilled manpower has been lured to the western countries. It has also led to poor human resource utilization through loss of man-hours. This project therefore sought to identify causes of labour disputes in the public sector as perceived by the ministry of labour, which is the custodian of labour laws in Kenya. The target population comprised of members of staff in labour department who are in job group ‘M’ to ‘R’ totaling to 40. These are the people who are directly involved in industrial relations in the Ministry of labour and are not unionisable. Since the numbers involved were small a census was conducted. To determine the perception of the Ministry of labour on the causes of labour disputes in the public sector frequencies and percentages were used. Scores of above 70 percent were considered to be severe, above 50 percent were considered moderate while those that had below 50 percent were considered to be minor. Tables, graphs, tabulations and pie charts were used to present the findings of the study. The findings of the study indicated that labour disputes in the public sector arise from a multiple of sources and it’s only the degree of severity that differed. Also it was found out that many of the causes were interrelated with one another.en
