E-procurement and Performance of Government Ministries in Kenya

The Kenya government through the National treasury launched electronic procurement
(e-procurement) in government ministries with the aim of achieving transparency and
accountability in the use of public funds. However the actual impact of e-procurement
implementation on performance of organizations has not been wholly established by the
existing literature. This study sought to establish the impact on organizational
performance and challenges encountered through the implementation of e-procurement in
the Government Ministries of Kenya. The study used survey design in conducting the
study where all the ministries in the National government were studied. The target
population consisted of users of the e-procurement system in all the 20 ministries.
Primary data was used as the data collection method in this study, where structured and
unstructured questionnaires were issued out through the drop and pick later method. Data
collected was described through the descriptive statistical tools. This included tables,
mean and standard deviation. Information on the extent of e-procurement implementation
in government ministries, effect of e-procurement on organizational performance was
analyzed through descriptive statistics. Regression and coefficient of determination were
applied to establish the association that exists in both electronic procurement practices
and operation in government ministries. The study found out that e-procurement had a
significant impact on performance of government ministries. The study recommended
that E-procurement is supposed to be adopted to aid the management staff appreciate the
effect of these program. The study also recommended that the administration should
adopt quantitative and qualitative features altogether in making their decision and most
viable and inter-linked e-procurement policies and practices throughout the group to
enhance cooperation.
