Influence of board of governors' involvement in the management of public secondary schools in Westlands District, Kenya

The purpose of this study was to determine the effects of involvement of BoGs in the management of public secondary schools in WestIands district, Kenya. The objectives of the study were; to determine the extent to which the BoGs participation in resource management affected management of public secondary schools; to establish the extent to which BoGs involvement in decision making process affected the management of public secondary schools; to determine the extent to which the BoGs contribution towards the provision of physical facilities affected management of public secondary schools; to establish the extent to which BoGs participation in teacher recruitment affected management of public secondary schools; to establish the extent to which BoGs involvement in disciplining teachers affect management of public secondary schools. Literature related to BoGs effects in the management of public secondary schools were reviewed. This study used descriptive survey research design. The targeted populations of this study were all the 10 public secondary schools in WestIands district that had been established more than four years ago, ten (10) principals and one thirty (130) BOG members and 50 heads of departments. Purposive sampling was used to select all the principals, head of departments and 50 BOG members. The study employed questionnaires to collect data. To ensure content validity of the questionnaires to be used in the study, a pilot study was conducted on a population similar to target population. Test-retest technique method of assessing reliability resulted to 0.82. The study used descriptive statistics to analyze data collected. The data for each item were processed and reported through descriptive analysis. The main findings included that the BoGs monitor school expenditure, through evaluation of expenditure in a school audit and there was a relationship between BoG members. The study established that BoG met only when need arose. BoG members were involved in decision making, through visiting the school to encourage the students and teachers.They also ensured proper supply process for the school tendering was effective hence ensuring good learning atmosphere and also availability of teaching and learning materials in the school. The provision of physical facilities affects management of public secondary schools positively especially when there is a good relationship between the BoG and PTA over collection of funds for school development and also in designing the school development plan. Enough physical facilities were necessary for the students to perform effectively. The BoGs were involved in disciplining teachers and students this helped the school in maintaining of proper students' discipline. The study recommends that BoG involvement in resource management of public secondary schools showed the accountability of the headteachers. This encouraged transparency among BoG and headteachers in their schools. The involvement in decision making assisted the BoGs to ensure proper supply process and also good learning and teaching atmosphere. BoG should ensure close consultation between teachers, parents and the head teachers concerning development of the schools' physical facilities.
