A diagnosis of the performance of quality assurance and standards officers in enhancing quality secondary education in Nakuru District, Kenya

Despite the change in name from the Department of Inspectorate to Department of Quality Assurance Standards (DQAS) little evidence exist in terms of studies done to show that there has been an equivalent change in service delivery from that of mere control and inspection to one of developmental supervision characterized by quality development in educational delivery. To this end, this study assessed the role of Quality Assurance and Standard Officer (QASO) in Nakuru District in improving quality standards of secondary education and intervention measures for performance gaps which were identified. Several roles were investigated: notably, role performance in curriculum organization and implementation, teaching learning and assessment as well student progression and achievement The objectives assessed the level of adequacy of supervision done by QASOs in the aforementioned tasks geared towards achieving quality secondary education; assessed the type of supervision done by QASOs and whether the personal qualities ofQASOs in Nakuru District meet the basic criteria necessary for school supervision to improve the quality secondary education besides determining the nature and adequacy of support given by the MoE to the QASOs in facilitation of inspection/supervision of schools for improved quality education. This was a census survey that employed survey research design whereby a population of 115 respondents comprising of 3 QASOs, 20 Principals and 92 Heads of Departments (HoD) were involved in the study. Thus two types of instruments were used in data collection. These were interview guides for QASOs and principals while the HoD was given questionnaires. Data analysis was descriptive. analytical and statistical in nature as per study objectives using qualitative and quantitative techniques. Quantitative data was coded on the SPSS programme for windows (version 17.5). while qualitative data (the responses from interviews and unstructured questionnaire items) and subjected to content analysis involving the analysis of emerging themes. The SPSS was used to generate the descriptive statistics for analyzing me quantitative data such as mean, standard deviation and percentage. From the findings of the study, it can be concluded that QASOs in Nalruru District is improving quality standards of secondary education. This is supported by the respondent's rating of the performance of the team in their various determined roles in the study.
