Factors affecting performance appraisal of civil servants in the ministry of education: a case of upper Eastern Province
The purpose of the study was to investigate factors effecting performance appraisal of the civil servant in the ministry of education (A case study of upper Eastern Region). The specific objective of the study were; to find out how appraisal tools influence performance of civil servants in the ministry of education in the upper Eastern Province, to determine the extent to which standard or yardsticks influence performance of the said civil servants in the upper Eastern Province, to establish if involvement in setting of the targets and use of feedback influence performance appraisal of civil servants in the upper Eastern Province, to find out if demographic factor influence the performance appraisal system of civil servants in the upper Eastern Province. These variables were assessed in relation to the effectiveness these civil servants performance. Research questions were flamed to assist the researcher in collection of data, while the significance of the study was established. Literature review was done to help the researcher have an in depth knowledge of the subject matter. Research design was used to attempt to describe and interpret problems that are typical under normal circumstances. Questions such as who, what, what, where, how, when were answered enabling the researcher to meaningfully complete the description of the situation and also ensure that there was minimum bias in the collection of data and reduced errors in data interpretation. The target population was all the civil servants in the upper Eastern Province and the sample size was 30 respondents spread across all the following departments, staffing, quality assurance, administration and examinations. Data collection instrument was the questionnaire and was randomly distributed to both the appraisers and appraisees. The large volume of raw data was collected and reduced to homogenous groups. This was done by tabulating. The data provided information that formed the basis for discussions and interpretation of the results.
