Influence of devolved bursary funds on student access to secondary school education in Kenya: a case of Bumula district Bungoma County

The purpose of this study was to establish, ,the influence of devolved' bursary funds on student access to secondary schools education, in Bumula district Bungoma County. This research. was guided by five objectives that included; identifyingdevolved bursary fund selection criteria used by committee members to disburse devolved bursary funds, composition of the devolved bursary fund selection committee's membership,' accessibility to devolved bursary funds information by the students, disbursement procedures for devolved bursary, funds and harmonization of various types of devolved bursary funds. The study was carried out in21public secondary schools in Bumula constituency, Bungoma County. The rstudy used the descriptive study design. This design involved the measurement, classification, analysis, comparisons, and interpretation of data The current study was carried out in Bumula district, Bungoma County, Kenya The district has 21 secondary schools with a total student population of3,842 based on D.E.O s office. Of this student population bursary recipient in the 2012 form four cohorts was 90. The study population comprised of 90 students in the 2012, form four cohorts who had benefited from the devolved bursary funds over a period of three consecutive years. In addition 28 class teachers of the bursary recipients and 13 committee members of the Bumula constituency development fund were interviewed. This study sought to find out how the devolved bursary funds administered influenced access to secondary school education in Kenya This is an important area of study that had not received adequate attention from earlier researchers. In view of this, the findings the study show that selection of the bursary' .recipients in the study schools revealed that56o/00f respondents were unsatisfactory with theselectionprocesswhile 44% indicating that the process was satisfactory. it is recommended that all school stakeholders' should be encouraged to attend regular workshops on devolved bursary funds to gain an insight on how to manage the program for proper discharge of their functions.
