This report is prepared for the Inter-Governmental Authority on Development’s Livestock Policy
Initiative (IGAD LPI). The objective of the study was to conduct an institutional review of IGAD
to facilitate the development of a Livestock Centre in IGAD so as to be responsive to the
Regional Economic Integration and to a coordinated sustainable long-term development of the
livestock sector in the region. The consultancy was used to identify and recommend preferred
organisational arrangements, regarding the establishment, structure, governance and financing
of the proposed livestock unit.
