dc.description.abstractThe performance of any organization can be improved through constant evaluation which helps organizations mirror themselves against acceptable benchmarks, Land administration institutions are no exception. However. most of the land administration systems in LOCs are over-centralized and inflexible in regulatory and legal frameworks and they are rarely evaluated. This paper uses documented key oettormence indicators of effectiveness. efficiency and quality in an attempt to evaluate Kenya's land , administration systems so as /0 determine their levels of performance, It uses samples from subdivisions, change-of-user and extension of leases as aspects of land development applications which were submitted for approval eno subsequent issuance of Iflles at the Nairobi City Council and the Ministry of Lands Headquarters (Ardhi House) between 2001 and 2005. Nairobi Province was taken to be representative enough of the other provinces as it is where the bulk of land transactions take place due to its strategic position of being the capital city Tile study found that land administration systems in Kenya perform poorly and compare negatively to those of the best practices as documented by the World Bank and other international institutionsen
