dc.description.abstractWater and sanitation management is one of the major responsibilities of local authority world over. The responsibility is both simple and complex. Simple as the goal is to ensure adequate water and sanitation provision for al1. Complex as it requires construction of expensive infrastructure which needs a financial system from which to draw funds for investment and coordination across many actors, cooperation from users and the willingness to pay. Alternative water actors' cooperation and coordination is an important aspect that requires an operational framework with institutions capable of encouraging their involvement, setting appropriate conditions and regulating their performance.en
