dc.description.abstractThis thesis on issues of University Development in East Africa takes as its theoretical framework the objectives of higher education which were identified by the first British policy document on education in Africa. These objectives were those of adaptation, standards, moral training, vocational training, elite recruitment, and expansion. As these objectives can at times be contradictory, we focus on the issue of credentials which concentrates on the objectives of adaptation and standards, and the issue of manpower which combines the objectives of moral and vocational training, as Hell as elite recruitment
