dc.description.abstractSo far a lot of studies have been done on the effects of transition probabilities on the changing manpower structures. In particular, the study is simplified when the transition process has stabilized, in which case we will be dealing with constant transition probabilities. However some transition probabilities of a Markov system may lead to undesired structures which may lead to adverse implications to the whole organization. For example, a reasonable looking promotion rate may lead to bloated grade structures and budgetary constraints. We shall be concerned with how to construct and operate a system so as to meet specified future targets. Once the desired structures have been attained the next hurdle is on how to maintain these structures. It is at this stage that the need for a control in the transition process arises. Previous studies have mainly concentrated on the two major aspects of control, namely, promotion and recruitment. In this study we consider a university faculty which is divided into k grades. The total size is to remain fixed but the proportion in grades may vary. The problem is to find control strategies which will bring about desired changes in these proportions. This study is confined to investigating what can be achieved by controlling the numbers of those leaving the system in each grade. It is assumed that movemnts within the system and outside would be governed by a time homogeneous transition probabilities. We therefore present a model for analysis ", of maintainability of structures in a manpower system by exercising control over wastage.
