dc.description.abstractThis paper lays out the elements of a framework for analysing campaign planning. It is illustrates that campaign planning is not peculiar to the military, and that it exists in civil institutions also. The paper argues that campaign planning should address crisis, that it addresses developments that threaten national security strategy (grand strategy), and that it should be limited in terms of its time-frame.en
