dc.description.abstractorganizations are huge and complex in nature, their operations and strategic focus could be greatly enhanced by well focused application of Information and Communication Technologies (lCT) to support improvements in productivity, management effectiveness and ultimately, the quality of services offered. While the benefits of ICT in government Parastatals cannot be disputed, there are several concerns about its success as well as the strategies to be adopted in implementation of ICT systems in various countries. The implementation of ICT 'project constitutes a major change for any organization. The history of ICT projects is a combination of success and failure. The findings of the study serve to provide insights into why some of the ICT projects succeed and others fail. This will assist professionals and managers in preventing the same mistakes from recurring, while increasing the success rate of their projects. The study sought to determine the major factors that influence the implementation of ICT projects in the Kenya's energy sector Parastatals in Nairobi. It was a descriptive research that targeted a sample of 46 respondents from both KPLC & KenGen who have been directly involved in the implementation of ICT Projects in their organizations. Questionnaires were used to obtain information and a response rate of 87% was achieved. The data was analyzed using descriptive statistics. The research findings indicate that majority of the respondents had worked for more than 10 years, had university degree, hence able to understand and adequately provide feedback in the research. Majority of the respondents being involved in ICT Software related projects. Major research findings show that the research was moderately successful with the most important factor considered in determining the success of ICT project implementation being the Business Case and the least considered factor as Change Management and Culture. The research study further outlined that Project Team Composition, Effective Communication, Top Management and Project Management/Leadership are all essential in determining the success or failure of ICT project in most Energy Sector Parastatals to a higher extend. The findings are consistent with Glaser, (2004) who emphasized the importance of executive support in aligning business with their projects. On the other hand, Gross, (2005) concluded that projects often fail due to improper or poor communication. Other factors cited that should have been included in the implementation of ICT projects in The Energy State Parastatals based on the opinion of the respondent included; inadequate training i'.' and skills of the implementers, expert consultants selection and post-implementation of reviews/support. Similarly the perceived lack of confidence in the workability of the technology, saboteurs of the project development process and external natural disasters were factor cited affecting the success of ICT Project Implementation.en_US
