This work sets out to study the impact the Pan African Paper Mill has had on the rapid growth of Webuye town. Since the establishment of the Pan African Paper Mill in Webuye around 1971, the growth of Webuye Town has been so rapid so that very few towns in Kenya may indeed compare to it in its growth rate. .•..,, In examining this impact, the study takes a historical approach, looking at Webuye's growth in comparison with other centers in the same region with the view to find out its growth trend and the impetus for this. The study then examines the giowth of Webuye town from the period of the inception of the Fun African Paper Mills in 1971 in an attempt to ascertain whether or not the town's rapid qrowt.h can be attributed to the presence of the Pan African Paper Mill. The findings reveal that, economically, socially, demographically and even ~hysically Webuye's growth directly correlates with the establishment of the Pan African Paper Mills. The findings also show that the Pan African Paper Hill has b'E:~nresponsible for the pollution effects observed in the town. Finally, this ~ study recommends vCl.riousp~licy approaches through which the various problems observed in the town may be solved and on which the general_development of the town should be based.en
