dc.description.abstractThe purpose of this study is to provide insights into the challenges and opportunities of post-conflict reconstruction in Rwanda and suggest guideposts that may assist government officials, leaders and policy makers to adopt appropriate measures and tools as part of post-conflict reconstruction and development. The study also aims to contribute to the literature on post-conflict reconstruction. This study analyzes the challenges and opportunities of post-conflict reconstruction in Rwanda between 1995 to 2009. The study begins by a review of literature on post-conflict reconstruction. Thereafter the study provides an overview of the Rwandan conflict in order to portray its complexity in terms of multiple actors, issues and interests. The study also examines the challenges and opportunities surrounding the justice and reconciliation process in Rwanda. This is followed by an analysis of the role of the government and the international community in post-conflict reconstruction and development. The fourth section of this study gives a critical analysis of the emerging issues. The study outlines the importance of constructing an effective judicial system that will restore justice to the victims of genocide. It also outlines the need for coordination among different actors for effective post-conflict reconstruction. Finally, the paper concludes by considering the way forward for better engagement in post-conflict reconstruction and development.en_US
