The purpose of the study was to investigate the effect of water shortages in socio economic development of Garissa district. The study sought to answer the following objectives; to find out the factors that influence water shortages and its effects in the socio-economic conditions in Garissa district, to determine why the community migrate from one place to the other in in Shimbirey location, to assess the distance to water sources and time taken to get the water in Shimbirey, to establish the consumption rate per person at household level in Shimbirey location and to explore the relationship between water shortage and poverty in Shimbirey location. This study may help the community of Shimbirey, government and other stakeholders for planning and other policy development strategies it could be used in the learning institutitoons for education and reference purpose. The study was only focused on the population facing water shortages especially the clusters around Shimbirey location. It dealt with those most affected populations through the use of community based organization, CBOs, water users associations and selected clusters within the area. The researcher may experience financial constraints considering the distances pastoralists move which may require frequent traveling in search for respondents who move with their animals. The other limitation was a lot of time was taken to interview people in order to fill the questionnaire due to high level of illiteracy. The researcher assumed that the community based organizations is to provide sufficient data concerning the effects of water shortages, in order to access with ease, hence minimizing chances of time wastage during the study. The target population refers to all members of the community or set of population who have been affected by the subject of the study. According to Noor, (2006) the population living beyond 50 km from the permanent source of water (river Tana) face water shortage and are affected similarly. The purpose of the sampling is to secure a representative group that enabled the researcher to gain information. In this study cluster sampling will be used because the population is either very large or scattered in a wider area (Mugenda and Mugenda, 1999). Since most clusters are similar in characteristics, it involved less time and is convenient. A stratified cluster sampling technique was used with a sample from every cluster will be selected on equal population. The targeted number of subjects was 240 respondents selected from the respective population clusters. Data was collected from clusters after a brief introduction was made before administering the questionnaire, with the aim of explaining the nature and importance of the study. The researcher took the questionnaire to the respondents during their main study and later picked them immediately after they are completely filled. In order to test the validity of the instrument used, pre-testing was conducted on a small cluster to determine and assist in the accuracy, clearity and suitability of the research instruments. According to (Selltiz and Cook, 1989) if extraneous variables are controlled. Then all variables of similar characteristics showed a high validity. Reliability was assessed through conducting a pilot study was administering questionnaires. Data analysis was based on the research questions designed at the beginning of the research. Data analysis was carried out using descriptive analysis. The results were presented in frequency tables, percentages and means. Responses in the questionnaire were tabulated, coded and processed by the use of Statistical Package for Sciences. Responses of open ended questions and from interviewing guide were reported in descriptive narratives and the results of the study were compared to the literature review, to establish the effects of water shortage in the socio-economic status Garissa district.en_US
