dc.description.abstractIn recent years, stakeholder's participation has gained importance in community projects. Kenya's successive development plans since independence in 1963 to present, emphasis the centrality of popular participation in the development activities. The principle of stake holder's participation emphasis that, any development agency should not simply impose its authority upon the people in a given region but should give them a voice in the management of the projects that affects them. Participation entails empowerment; that is, everybody's right to have a say in decisions concerning their own live. Participation is an instrument in the promotion of ideological or normative development goals such as social justice, equity and democracy. The purpose of the study was to find out the extent of stake holders participation in the formulation of donor funded education project in Garissa district. The study intended to establish factors enhancing or inhibiting participation of stake holders and their impacts on the project. The study attempted to answer the following questions: 1. Which stakeholders are involved by NGOs in project identification in Garissa district? 2. What is the level of stakeholder's participation in NGOs supported secondary education projects in Garissa district? 3. What are factors influencing stakeholder's participation in project formulation in NGO funded secondary education projects in Garissa district? 4. What are measures adopted to mitigate challenges facing stakeholders participation in NGOs supported secondary school education projects formulation in Garissa district? The research design of the study was based on a descriptive survey. The study sample Size was 52 respondents who included NGOs officials, school heads, and P.T.A chairmen and teachers representatives from Garissa District. The data was collected using self administered questionnaires by the researcher and two assistants. Data analysis was based on frequency distributions, percentages and means. Data analysis tool used was the Statistical Package for Social Sciences (SPSS). The results were presented using tables. The major findings of the research were similar to earlier studies done on stakeholders' participation in the formulation of donor funded projects. The research found out the level of participation of the stakeholders was not adequate in the most important stages of project formulation, design and implementation. By way of recommendation, adequate awareness on benefits of projects to all stakeholders should be enhanced as well conducting of stakeholder analysis.en_US
