The rural environment in East Africa is undergoing rapid change that has created a high demand for bioenergy. It is suggested that a bioenergy development strategy for the region should seek to meet expanding needs through agroforestry and afforestation, by processing plant and animal wastes to produce secondary bioenergy sources, and by carrying out intensive research. The needs for cooperation between the East African states (Kenya, Tanzania and Uganda), for leadership which is responsive to rural development of bioenergy sources, and for coordination between regional and national programmes and policies are discussed. One of the most important strategies is viewed as education and mobilization of people in rural areasen
