Challenges facing the government of Southern Sudan in strategy implementation

This paper builds on previous studies made by other researchers on factors affecting institutions during implementation of the strategic plan. The purpose in our case was to determine the extent to which strategy implementation problems occurred in the Government of Southern Sudan (GOSS). The study has targeted 30 ministries but the research has sampled 15 ministries in which the study was undertaken. Survey results showed that eight out of twenty three or so implementation problems identified from the literature were more frequently cited than the remaining ones. Two of the implementation problems were linked to human elements in the process of implementation.
Research results indicate the need for effective management support systems for staff employees, strategy-structure alignment, organizational culture be contained and properly handle, effective internal control, resources need to be made available for work not be interrupted for lack of cash, compensation systems made available for the staff, and top management involvement in order to facilitate the process of implementation. External uncontrolled factors in the external environment and technological development be taken into account when evaluation so adjust frequently.
Some of the challenges cited in the research include: staff that are not involve in the initial formulation can cause problems, involvement of all levels; emerging of problems orland priorities that weren't initially identified, coordination among units was identified as lacking, feeling of ownership, resistance to change, key advocates for strategy planning removed during implementation. There were also other challenges found in the literature review such as goals of the government was not understood by all, information system was inadequate and lack of qualified staff.
The research however did not research every government institutions (as came above) that weren't researched, such as government corporations and independent commissions, a situation in which a research need to be done in the future to compare challenges across all government institutions.
