Usefulness of Logframe Approach in Monitoring and Evaluation of Health Sector Donor Funded Projects in Kenya
Abstract
The Logical Framework Approach (LFA) is very important analytical and management tool in
project management for planning, monitoring, and evaluation of projects. Majority of all donor
agencies insist on the use of logframe for monitoring and evaluation of projects. However some
use other tools for monitoring and evaluation. This study investigated the usefulness of logframe
approach in M&E of Health Sector Donor -Funded projects in Kenya. The study included the
challenges of using logframe approach in M&E of projects and a comparison with other tools
and methods of M& E. The research used sample survey method where primary data was
collected from the7 parastatals under the Ministry of Health in Kenya through semi structured
questionnaires. Data was analyzed using descriptive statistics-excel sheets and presented on
tables to determine frequencies and percentages in addition to using mean scores and standard
deviations. The research concluded that the use of logframe in M&E of projects in health sector
Donor -Funded projects cannot be under estimated. It is used in planning, monitoring and
evaluation. The findings indicate that Loframe approach is time consuming and highly needed
by donors of projects. The study recommended training of staff on logframe approach and that
logframe approach should be used not only in Donor -Funded projects but also in M&E of non
Donor- Funded projects. A further research is recommended on the use of logframe approach in
Donor- Funded projects in other sectors as well as in non Donor Funded Projects.
