dc.description.abstractThe thesis topic towards a housing policy for Bukoba town aims at formulating a constructive and pragmatic approach to solving the housing problem for such a small town .It is a deliberate tempt to deviate from problems of big town.The study sets out to analysis the historical background of the town and its aftermath after the decline of the coffee trade .Although there has been a major change in boundary extension the growth of the town has not been as significant as anticipated. The study covers socioeconomic and structural factors which have directly influenced housing in Bukoba town .The methodology used analyzed in detail the above factors.It covered population and migration trends and their subsequent impact on the growth of the town .The analysis ,however has shown that natural growth is relatively small and in migration very much limited .meanwhile ,the town has not extended its industrial enterprise and consequently employment opportunities have confined.Thus ,low level of incomes in the town coupled with physical constraints and barriers have remarkably contributed to retarded building activity.From the foregoing ,ones would not expect a housing deficit in Bukoba town .But a number of factors have caused such a shortage .First ,the provision of housing has depended on national housing institution and private developers .The institutions have not been able to cope with the problems .They have faced financial and personnel problems in housing implementation .At the same time while they talked of low cost housing the structure constructed have been of too high a started for the affordability of the urban poor.Second private developers have reluctant to increase or even improve the already built houses .Numerically housing units added each year have proved to be very few .obsolescence and deterioration have become a common phenomenon in the town .Thus a policy that incorporates private developers in housing construction and preferably through housing cooperation has been proposed.several countries have tried various policies in an attempt to alleviate problems of adequate housing .A comparative analysis of the policies corroborated in Kenya ,Zambia and Tanzania has been undertaken to ascertain some relevance to the situation in Bukoba town .The emphasis has directed to convectional public housing site and service scheme ,improvement and upgrading schemes and finally housing cooperative s.Alternatives policies have been suggested for solving allied problems in Bukoba town. In the final analysis ,it has been discerned that lack of significant Government investment in the town owing to low priority accordance have retarded development including housing construction.Although the town faces several setbacks in housing construction .The situation can be solved if relevant authorities activate the public to provide adequate housing as a joint venture between Government and the people emphasizing that preference should be given to construction affordable to the majority .Citizen participation is a must in this respect and is closely in line Tanzania policy of self reliance.
