Critical success factors in the implementation of the social pillar of Kenyans vision 2030
Abstract
This study was conducted to identify the critical success factors and implementation of
the social pillar of the Kenya‟s Vision 2030. The Objective of the study was to identify
the Strategies for the implementation of the vision 2030. The second objective was to
identify the relationship between the critical success factors and implementation of the
vision 2030. The study adopted a case study analysis using an interview guide for four
respondents dealing with the implementation of the social pillar of Kenya Vision 2030.
The result findings suggest that there is commitment and support from the government in
the implementation of the Vision 2030. In addition, there is successful coordination of the
implementation of the social pillar with the delivery secretariat providing oversight
despite having limited resources in terms of staffing. It has been reported that most of the
improvement in the implementation of the vision 2030 has been observed in the sector of
education, health and marginalized persons in the society. The critical success factors
addressed included full support and commitment by the government, good
communication between stakeholders, confidence in the secretariat team capabilities,
scarce resources, increasing involvement of the private sector through PPP, and finally, a
satisfactory regular performance review quarterly and bi annually. It has been suggested
that there is need to align the funding to the flagship projects, more staff for the delivery
secretariat team and training of the current staff to enhance capacity for implementation
of the vision 2030 especially in the county level as well. This recommends that further
research should be conducted to help establish the impact of success factors on the county
governments in the implementation of the vision 2030 devolved functions. There is also a
need to assess the participation of the public in the implementation of the vision 2030. It
is also recommended that more number of people should be interviewed to get a bigger
picture and challenges in the implementation of the social pillar for the vision 2030. This
will help change the attitude and win the public confidence in the implementation of the
strategy. This study offer ground for the review and re alignment of the strategies adopted
in the implementation of the Vision 2030 strategies. It also calls for the need of adoption
of evidence based practices in the implementation of the vision 2030 strategy for it to be
achieved earlier than 2030.
