dc.description.abstractThe purpose of this study was to investigate the effects of monitoring and evaluation on the implementation of Community development projects; a case of Bahari Constituency Kilifi County. The study was motivated by the inadequate data that exists to development programmers on the effects of monitoring and evaluation on project implementation. The study was guided by four specific research objectives which were: to find out whether planning for monitoring and evaluation affects project implementation, determine whether resource availability affects project implementation, establish whether staff training in monitoring and evaluation affects project implementation and lastly determine whether stakeholders' involvement in monitoring and evaluation affects project implementation. The literature reviewed along the study themes revealed that while adequate data existed underscoring the critical role that project planning, resources availability, staff training and stakeholders participation play in enhancing project implementation, no literature was found that demonstrates the relationship between any of the independent variables and dependent variable of the study. The study used a cross section survey design in which 43 respondents were purposively selected and responded to questionnaires. The data collected from the respondents was analysed quantitatively by use of spearmen correlation to determine if there existed any positive or negative relationship between the independent variables and dependent variable, and the results were interpreted in line with the objectives of the study. The fmdings of the study established that CDF project planning was rated above average and that there was a strong correlation (0.975) between project planning and implementation. The study also established that inadequate resources availability negatively impacted on the monitoring and evaluation of community development projects thereby severing the quality of project implementation. It also established that resources availability was strongly correlated with project implementation. The findings of the study revealed that CDF staff had inadequate skills for project monitoring and evaluation and that there was a strong positive correlation of 0.8 between staff training and project implementation. The findings of the study also indicated that stakeholders' participation in monitoring and evaluation of CDF projects was low .The study also showed that there was a strong positive correlation (0.928) between stakeholder participation in project monitoring and evaluation and project implementation. The research study concluded that effective project planning, adequate resources availability, strengthening staff training and stakeholders' participation in project monitoring and evaluation is critical for the success of Community development projects funded from CDF kit. From the findings of the study it was recommended that CDF staff and Committees need to be trained in project planning, monitoring and evaluation to increase their technical capacities for effective project development and management. Furthermore, there is need to ensure that projects are developed with inbuilt monitoring and evaluation design with adequate budget allocation for their operationalization.The capacities of the local communities need to be build on the provisions of the CDF Act and participatory monitoring and evaluation mechanisms to increase their vigilance on the Community development projects through effective monitoring as the project evolves.en_US
