dc.description.abstractThis study sought to evaluate the perceived effect of the procurement law on efficiency among parastatals in Kisumu, County, Kenya. Parastatals organizations operating in Kisumu county were taken as a case study as they are key implementors of the public procurement law. The research recognizes the importance of the law in public procurement since effective public procurement helps in efficient public financial management by ensuring that only sufficient and necessary public funds are invested in assets. The main objective of the study was to find out the perceived effect of the procurement law on efficient and effective public procurement. The research adopted descriptive case study design. Data were collected from 25 respondents who were drawn from procurement officers of parastatals. Primary data were collected through the administration of a structured questionnaire. The data collected were then summarized by calculation of percentages and represented in frequency distribution tables. The Likert scaling method was used to determine the weight of the respondents' perception on the procurement law influences. This study found out that the law has had a significant influence on procurement performance in parastatals. While the same law has had an equally significant influence on transparency and accountability of the procurement process in parastatals. The study recommends, among other recommendations, that public procurement procedures should be reviewed with the aim of accommodating many of the stakeholders' views so as to improve on the perception further from what the study found out. These results are important to the management of Parastatals, the government, Public Procurement Oversight Authority and suppliers of goods and services since efficient procurement helps all of them to assist in managing public finances effectively.en_US
