Challenges of implementing Moe’ strategic plan by girl’s public secondary schools in Nairobi, Kenya.
This study examined challenges against implementation of ‘MOE’ strategic plans by girl’s secondary schools in Nairobi. The survey was done to twenty five girl’s secondary schools in Nairobi to study the challenges their facing while implementing Ministry of Education ‘MOE’ strategic plans. An interview was also conducted to ten Area Education Officers (AEO), within the province to further establish facts from the research findings. The purpose of the study was to establish the challenges facing the successful implementation of ‘MOE’ strategic plans among the public girl’s secondary schools in Nairobi and determine the extent to which the ‘MOE’ stated objectives have been achieved by these schools. The Ministries strategic plan offers a framework for addressing the challenges facing the sector and take cognizance of the challenges the schools are facing today. Implementation of a strategy is tougher and time consuming than crafting a strategy. Infact to say the least only 10% of the formulated strategies are successfully implemented while 90% of well formulate strategies fail at the implementation stage. Schools may have sound strategies but implementation procedures can be flowed if ineffective planning procedures are used. While the Ministry recognized the necessity of implementing strategic plans some steps have been made in the positive direction, but a lot remains to be done to oparationalise their strategies. The most serous challenges faced by the schools principals in Nairobi, included lack of adequate financial resources, poor leadership, inadequate physical facilities, lack of collaborations in promoting total quality management, and the Ministry’s failure to integrate their stakeholders in strategy formulation stage. The challenges were propelled further by the effects of urbanization which are characterized by rapid population growth, increased poverty and crime rates of unemployment, among others. The urban development problems facing girl’s secondary schools in Nairobi are fundamentally rooted in their historical, social-economic and physical developments processes intertwined with ineffective strategic planning implementation practices.
