| dc.description.abstract | This thesis focused on the analysis, in the eyes of both the public and police, over the ongoing reforms in the Kenya Police Force. The study sought to understand the theory and practice as regards the ongoing police reforms, with Nairobi as a case in point, and its impact on actual police performance and how police are perceived by the public on one hand and how they perceive themselves on the other hand as they go through reforms.
Focus of Kenya Police reforms revolve around effective disciplinary systems within as a first-order priority in its democratization. The study utilised both qualitative and quantitative research methods. Data was collected from police officers in five police divisions in Nairobi as well as from members of the public from within the same areas. Data was presented in tables and figures. While most of the data was quantitative, a significant amount was qualitative. In analysis, qualitative data was used to support and/r explain quantitative data.

The findings show that the topic of crime is discussed by most of the respondents though they didn't report crime. On the other hand, members of the public believed that police officers expect or demand bribes for any service rendered. While members of the public are aware of the ongoing police reforms, there is a dearth of knowledge and awareness about specific reforms to be implemented and role to be played by the general public in their implementation. Police officers hold varying opinion of reform and its adequacy.
Overall, the study found that there is need for more practical sensitization of particularly junior officers as well as majority public - in order that expectations on the process and mpact of the ongoing reforms are harmonized and fair police-public perception noted. | en_US |
