Factors Influencing Implementation Of Public Private Partnership Health Care Projects

Abstract

The purpose of this study was to investigate factors influencing implementation of public private partnership health care projects with a case study of Kenya Healthcare Federation in Kenya. This study was guided by the following objectives; to examine the influence of funds utilization on implementation of public private partnership health care projects; to analyze the influence of project manager’s competency on implementation of public private partnership health care projects; to establish the influence of PPP Model on implementation of public private partnership health care projects and to establish the influence of politics on implementation of public private partnership health care projects. The study is based on three theories; Agency theory, The Resource Dependence Theory and Stakeholders Theory. It employed descriptive survey research design targeting a population of 1150 where a sample size of 293 respondents was drawn from staff KHF staff members, who comprised of; technical staff, Community health care nurses, Health monitoring staff and Community health workers. The respondents were sampled using stratified random sampling technique, by whom, questionnaires were administered. Analysis of the data was done quantitatively using SPSS version 22 and Ms excel software to generate descriptive data. The results were presented in tables. From the findings, female comprised majority of the participants, with large proportion of the respondents having worked in the organization for a period of up to 10 years with most of who indicated that they had a college diploma. The findings also reveal community health care workers comprised over half of the participants. Two thirds of the respondents felt that funds utilization at KHF influenced the implementation of PPPH. The findings indicate that timely Disbursement, Revenue Generated, Market forces and PPPH Implementation affected PPP implementation in health care projects with majority of the respondents stating that project manager’s capacity affects implementation of Public Private Partnership projects in Health. The analysis show that nearly three quarters of the respondents had gone through on job training with Project Manager’s Capacity having strong influence on PPPH implementation. Results show that a larger proportion of the respondents stated that they were aware of concessions used as PPP model in the organization while PPP Model affected Implementation of PPP in healthcare projects. Political regimes strongly affected the Implementation of PPP in healthcare projects where Political Competition and Informal incentives affected Implementation of healthcare PPP. Finally, the results indicate that two thirds of the respondents stated that political interference affect successful implementation of PPP in health to a very great extent. In conclusion, the study established that the fund utilization, project managers competency, politics and PPP model has significant bearing on the implementation of public procurement healthcare projects. This study recommends that; PPP in health projects should implement responsive financial systems that reduces allocative bottlenecks alongside ensuring accountability; devise training with a short but effective learning curve; implementation of hybrid PPP models and shield PPP managers and giving project specialist freehand to hire competent staff without interferences.
