dc.description.abstractThe study was designed to investigate human resource factors that affect the implementation of Freeprimary Education Programme. It look at four variables; Motivation of teachers, their skill level, their remuneration and the student teacher ratio and how they impact on effective implementation of free primary education Programme. In Mogotio District Teachers are basically prime movers in the educational establishment. For this reason to effectively implement the FPE programme and achieve EFA by year 2015, the general well-being of teachers is an issue that must be addressed. The government has continuously claimed that FPE is a success and has demonstrated this through quoting the increase in enrollment figures, additional books and instructional materials in schools and the increase in government budget towards the education sector. By assessing the impact of human resource factors in the implementation of FPE the researcher intends to highlight gaps in the policy and further the debate on how different stakeholders can perform lare performing to fill these. The study was carried out in Mogotio district at Mogotio Primary School. The school was chosen because it is one of the public schools in the country that had a significant increase in the number of student enrollment after the introduction of FPE programme. Investigations was carried out by conducting interviews, administering questionnaires and document review to obtain an in depth understanding of the situation on the ground. The collected data will then be cleaned and analyzed using statistical tools and techniques; frequency analysis, graphs, tables and figures. It is from these that meaningful conclusion was made.en_US
