| dc.description.abstract | The purpose of this study was to investigate the challenges encountered by head teachers in implementing FDSE in Wajir District. The objectives of the study were to determine the relationship between the adequacy of school facilities, timeliness in disbursement of FDSE funds by the effective financial management of the funds, and the availability of teachers in the school for the implementation of the Free Day Secondary Education programme.
Descriptive research design was used. The sample was the head teachers, students, students and officers from the DEO's office in Wajir District. 'The Krejcie and Morgan (1970) table was used to determine the sample size. The sample consisted of 19 head teachers, 19 students, 52 students and 10 officers from the DEO's officers. Questionnaires for head teachers, students, students and DEO's officers were used to collect data. The questionnaires were validated through appraisal from experts in education administration the and ~en subjected to a pilot study. The instrument was tested for reliability through test-retest technique and reliability coefficient was 0.876 for head teachers questionnaire, 0.83 for students questionnaire and 0.837 for DEO's officers interview guide.
Descriptive statistics was used to analyze data assisted by Statistical Package for Social Sciences (SPSS) programme and the results presented in form of tables, bar and pie-charts.
The findings of the study were that there was a major challenge of the adequacy of physical facilities in most of the schools in the District. Apparently, it could be said that the only physical facility that majority of the schools in the District are well equipped with are textbooks. All the schools seems to have a dire shortage of essential facilities like classrooms, toilets desks lchairs as well as the teaching aids. This is a serious shortage which necessitates the diversion of the FDSE funds to cater for these shortages.
The recommendations made by this study were that the Ministry of Education should ensure that schools have all the physical facilities and other school resources necessary for the teaching/learning process. Emphasis should be put on disbursing the FDSE funds on time especially at the beginning of the year when schools require these funds to plan for the yearly activities.
The conclusion of the study was that the head teachers, students, students and tlie officers from the DEO's office were in agreement that the implementation of the FDSE programme was facing numerous challenges in the District. Delay in the disbursement of the FDSE funds was a major challenge and there is need to look for mitigation measures to this challenge so that schools are able to fully achieve their financial obligations. The allocation of FDSE funds should also be extended to other spheres of learning like the financing of student meals in the schools to minimize the rate of student dropout. | en_US |
