The objective of this study was to determine the challenges faced by Kenya Power in the implementation of the change program of the Energy Sector Recovery Project. This research was a case study and data was collected by use of an interview guide. The respondents were senior management staff within the Energy Sector Recovery Project office. The study determined the challenges that Kenya Power has had in the implementation of the Energy Sector Recovery Project change program. These challenges were broadly categorized into two groups. The first category had the challenges that were related the Kenya Power's organizational characteristics including the organizational culture, the organizational structure and communication in the organization. The study found that culture change took long to percolate to all levels due to the large number of employees at Kenya Power. The organizational structure was also tall with many levels of reporting, communication channels were inefficient and the members of staff were not adequately prepared on change management as well as project management. The second category had challenges relating to the project components including feasibility study challenges due to lack of historical data, delays in project completion, and activities by the Government of Kenya for example road expansions among others. Some of the challenges mentioned are historical because some of the components have been completed, while other challenges are current. The historical challenges have helped to shape the decisions affecting other change programs in the organization.en_US
