dc.description.abstractThis study sought to investigate the factors influencing stakeholders' participation in M&E of projects initiated by Local Authority Transfer Fund (LATF) in Kisii Municipality. The objectives of this study was to establish the extent to which access to information, level of education, stakeholders' training and availability of resources influence stakeholders' participation in M&E of LATF projects in Kisii Municipality. This research project was guided by research questions based on the objectives aforementioned. Literature related to this study was reviewed based on the variables access to information, level of education, training and availability of resources. Data was collected using the questionnaire and interview schedules from Local Authority staff officers, public health officers, water officers, project committee members in Kisii Municipality. Reliability of research instruments were tested using test-retest technique and validated by experts in academic research. Stratified random sampling and census were used to select the sample size of 45 respondents. The data was collected and analyzed by descriptive statistics. The findings of the study were that a number of independent variables: access to information, level of education, training and availability of resources influence stakeholders' participation in M&E of LATF projects. The study concluded that access to information, level of education, training and availability of resources led to 'low participation of stakeholders in M&E of LATF projects in Kisii Municipality. Based on the findings the research recommended for need for the municipal council of Kisii to improve the channels of communication and embrace an information management system that will facilitate the monitoring and evaluation of LATF projects operation. Stakeholders' training (capacity building) on project M&E be undertaken within the Municipal council of Kisii to enable them properly embrace Local Authority Service Delivery Action Plan (LASDAP). Adequate resources (money, personnel, materials /equipments) for M&E should be allocated for capacity building of communities and committees involved in project identification, implementation and monitoring and evaluation of LATF projects. The councilors should desist from interfering with the , allocation of funds and materials/facilities to LATF water and health projects. The ministry of local government should put in place severe punishment for councilors who influence the selection of committee members and allocation of funds. Based on the findings, the study suggests further study to be carried out to establish the extent to which stakeholders' participation in monitoring and evaluation affects sustainability of LATF projects. Another study be undertaken to investigate the influence of gender and education level on Local Authority transfer fund projects in Kenya. Further research be undertaken on factors favoring sustainability of stakeholders participation, challenges facing the implementation of monitoring and evaluation systems and assess the relationship between stakeholders' participation in M&E and LATF project success in local authorities in Kenya.en_US
