dc.description.abstractThe purpose of this study was to establish the factors influencing the success of HIV and AIDS campaigns in Kenya by Total War against HIV and AIDS (TOWA) project. This study was carried out in Mombasa County. Related literature review was done on the independent variables that included monitoring and evaluation systems, stakeholder involvement, funding process, organizational capacity and National AIDS control Council (NACC) institutional framework, the dependent variable was success of HIV and AIDS campaigns. Other variables that were considered were donor demands and government policies (intervening) and organization motivation and community expectations (moderating). Descriptive design was used with the application of statistical survey quantitative method. A total of 52 respondents from organizations were interviewed with six key informants using questionnaires. Data was presented using frequency correlation analytical tables. Descriptive and correlation data analysis was done using SPSS software version I8.The results show that factors such as supervision by the coordinators of the NACC decentralized structure, a plan and budget line to undertake monitoring and evaluation influences the success of HIV and AIDS campaigns. Lack of time to undertake monitoring and evaluation negatively influences the success of HIV and AIDS campaigns. In carrying out self-evaluation, 30.2% of the organizations do not carry out evaluation. Anti- Retroviral uptake is greatly influenced by monitoring and evaluation as this contributes to the reduction in defaulter rates. The number of people counseled and tested is determined by the number of proposals that are reviewed by the TOW A Technical SubCommittee at the two levels; CACC and DTC. The more the proposal the more the number of people counseled and tested. Membership of DTC/CACC, HIV and AIDS mainstreaming in the policies of organizations implementing projects and skills in monitoring and evaluation, community organization and communication influences the proportion of people receiving HeBC services and the HIV prevalence. Efforts to enhance project sustainability and service delivery were met by challenges such as some of the organizations not being trained, the shorter period of training and lack of training in project sustainability. Lack of skills in monitoring and evaluation, development of M&E plan, budget line and HIV and AIDS mainstreaming in organization policies influenced the Home and Community Based Care service provision as well as ART up take. Lack of meaningfully stakeholder engagement in project implementation affects project sustainability. Delayed funding to the organization coupled with irregular funding of the NACC decentralized structures influences the number of people counseled and tested and the HIV prevalence. Inadequate skills in project design, proposal writing, financial mobilization, management skills, lack of office and equipments to implement HIV and AIDS activities negatively influenced the success of HIV and AIDS campaigns. Review of work plan and budget in line with performance framework enhanced the achievement of targets of the number of people counseled and those that received HCBC services however target achievement affected by inadequate skills in management, project implementation and planning for exit strategy by the organizations. Regular supervision and feedback by CACC Coordinators and FMA representative contributed immensely to the success of HIV and AIDS campaigns by the TOW A project. Recommendations of the study include; building a robust monitoring and evaluation system, meaningful engagement of all the stakeholders in all the phases of the project and formulating policies that promote response to HIV and AIDS by communities within the local context, capacity building organizations and supporting the decentralized structures of NACC.en_US
