dc.description.abstractPast studies have indicated that implementation of Constituency Development Fund has encountered a number of operational and policy challenges amongst which include poor community participation and contribution to projects. This study was necessitated by the fact that most of the researches that have been done have revealed that the level of community participation in constituency development fund projects at the constituency level is low. Because of these developments, this study seeks to investigate the factors that influencing community participation in Constituency Development Fund projects in Moyale district. The study was guided by the following objectives: the extent to which community awareness influence participation in Constituency Development Fund projects in Moyale district, how community's attitude influence participation in Constituency Development Fund projects in Moyale district, the level of education of the constituents and the level of community participation in the Constituency Development Fund projects, how the location of the Constituency Development Fund coordinating office influence community participation in Moyale district. The study used descriptive research design; the target population was the number of households in the district as given by the Kenya national bureau of statistics 2009 census report. The sampling design used, was included multi-stage sampling for the constituents and purposive sampling method for the fund committee: 167 men, 84 women and 5 constituency fund committees were interviewed respectively. Primary data was collected with use of questionnaires. The researcher concludes that lack of proper communication, general lack of transparency in Constituency Development Fund matters, no advertisement and conflict or violence are the main factors that reduce the community level of awareness in Moyale district. The researcher further concludes that nepotism; gender inequality; political affiliation; lack of proper analysis of the need of the peoples; lack of proper planning of Constituency Development Fund projects; lack of education and skills were the main problems facing community awareness and participation on Constituency Development Fund projects. The researcher further concludes that the general community attitude toward Constituency Development Fund project was that there is little openness, discrimination of women, while the residents believes that community is male dominated, thus discouraging the women from participating in the Constituency Development Fund projects. From the study it can be concluded that majority of the residents have never attended school thus the literacy level is extremely low in Moyale district, and thus hindering community participation in Constituency Development Fund projects. The researcher finally concludes that the CDF office is at strategic place, thus it doesn't hinder communities participation on Constituency Development Fund projects. The researcher recommends that location meeting should incorporate all stakeholders; women should be allowed to participate in project management; more Constituency Development Fund workshops should be organized at location level; and empowering of location Constituency Development Fund committee. The researcher further recommends that education should be emphasized in Moyale district to enhance community participation on Constituency Development Fund projects, also education will act as solution towards nepotism; gender inequality; political affiliation; lack of proper analysis of the need of the peoples; lack of proper planning of Constituency Development Fund projects.en_US
