dc.description.abstractThe purpose of this study was to identify factors that influence rate of projects completion of CDF sponsored community centers' in Wundanyi Constituency, Taita Taveta district. Since 2006 financial year, a total of fourteen (14) community centre projects meant to be used as youth recreation facilities had been initiated but only two (8.3%) had been completed. This study intended to investigate the problems that might have led to low completion rate with an intention of improving efficiency and effectiveness on projects management. The literature covered existing theoretical and empirical literature that relate CDF projects in relation to projects identification, scheduling, funding, good governance and rate of projects completion. The literature concentrated mostly on the implementation of projects at macro level. There existed no comprehensive studies on the factors influencing completion rates of projects funded by the CDF devolved funds, and especially in Kenya. This was an attempt to provide a case study of factors influencing rate of project completion at the devolved level. The study adapted both qualitative and quantitative research approaches; and utilized descriptive survey to establish associations between variables. Questionnaires were used to collect data from the targeted respondents. The sampling frame used was the CDF projects management structure which constitute of seven (7) members representing every community center. Probability Proportion to Size (PPS) method was used to draw five (5) respondents from the 14 community centers where every respondent had an equal selection opportunity. 70 questionnaires were issued out and 60 (86% response rate) were returned. Thus a sample size of 60 respondents who returned questionnaires were used from 98 PMC members. PMC executives (Chairman, treasurer, secretary) are above 50 years. Non-executive members are the youth (40%) between the ages of 21-30 years. There was fair representation of either gender in the management of the community centers'; male (n=35, 58.3%), female (n=25, 41.7%).Data analysis resulted into a positive correlation between the dependent variable and independent variables. Community participation was found to fully explain rate of project completion. From the findings 91.7% of the projects had not been completed, thus only 8.3% have been completed. From the completed projects, 100% of the projects were not completed in accordance to the proposed duration. There seemed to a problem in the governance of the funds, complains and disputes at 43% and delay in releasing funds by CDF office causing the problem of insufficient funds when funds were released. If funds were released following a long duration after the project had been accepted, then the CDF office should be able to adjust to sufficient and timely funding of projects. The study recommended need for capacity building and recruitment of skilled PMC staff for effective governance of projects. The CDF office to allocate sufficient project funds and release the disbursements in good time. The young and educated to be given leadership positions within the PMC membership. Quality planning and professional expert judgment to be applied on all projects activities.en_US
