dc.description.abstractThe background of partnerships with the private sector has emerged as a new avenue of reforms, in part due to resource constraints in the public sector of governments across the world. PPPs seek to complement rather than substitute for public energy services. Partnerships in the energy sector can be for various purposes. Many of such partnerships have positively contributed to promoting industrial growth and national development. Further research on effectiveness of PPP's is needed before substantial resources are invested in the expansion of PPP efforts. The problem statement incorporates basics based on the score that despite the completion and commissioning of the Sondu Miriu power project into the national greed system of KENGEN, the power consumption rates are still high and unaffordable to consumers. The purpose of the study therefore entails studying factors that influence the performance of private-public partnerships underscoring the Sondu Miriu power project and alongside the challenges facing the power sub-sector which include a weak power transmission and distribution infrastructure, high cost of power, low per capita power consumption, planning, monitoring and evaluation, participatory involvement of parties, risk analysis, attitudes of stakeholders and low countrywide electricity access. The objectives of the study include investigating the extent to which planning, monitoring and evaluation, risk analysis and attitudes of stakeholders influence the performance of PPPs in the case of Sondu Miriu Power Project. The approach adopted descriptive survey research design. The target population includes private partners i.e. the Japanese Engineers, government employees, opinion leaders and community members. The sample size is 72 respondents. The data analysis technique includes descriptive statistics of means, averages, frequencies and percentages. The findings show importance of independent variables such as planning, monitoring and evaluation, risk analysis and attitudes of stakeholders and their influence, success and performance of PPPs in the case of Sondu Miriu Power Project. In conclusion therefore it is evident that PPPs are influenced by a number of factors in their performance. It can be noted that not only funding can result to stagnation or cessation partnership especial PPPs but also planning, monitoring and evaluation, risk analysis and attitude influence performance of Public Private - Partnership projects. Recommendations include undertaking more studies on the impact of PPPs on to the localities in which they are developed and investigating whether the PPPs are sacred cows or not.en_US
