dc.description.abstractComputer procurement is usually regarded as a process of negotiation between a purchaser and a supplier that leads to the installation of a computer. Each procurement should be looked upon as a project in the corporate computing strategy. In order to develop such a strategy, the contribution of computing, and more generally information processing, to the overall objectives of an organization has to be considered. As such, a procurement methodology should be established as a framework for such projects. A procurement methodology may be defined as a set of disciplined procedures, standards, and mechanisms for controlling the quality and timeliness of all the procurement activities comprising the identification of need, the definition of the application area, the specification of the problem the invitation to propose a solution, the evaluation of Proposals, negotiation and final selection. This project is concerned with the first three of these Activities for KGGCU, namely: - identification of need - definition of the application area specification of the problem . The report is structured in sections. Section 1 gives a detailed introduction of the project covering the title, problem definition, aims of solution to problem, methodology used, resources used, and the project schedule. Section 2 gives the background information on KGGCU (or -the Union-) and its information processing activities while Section 3 states the objectives and expected benefits of computerization. Section 4 presents the current state of information processing in the Union and its limitations whereas Section 5 identifies and describes the expected users of the proposed system. The information system requirements of the Union are covered in Section 6 with the mandatory and desirable features stated under Section 7: The required system demonstrations fall under Section B while Section 9 enumerates the factors to be considered in evaluating the proposals by the suppliers. Most computer procurements do not achieve the desired goals of the purchasers because of either lack of or inappropriate procurement strategies. It is my belief that this is mainly attributable to either inability by those who are supposed to undertake the task or unwillingness to do so due to the much effort required.
