Influence of strategic planning on performance in Kenya Certificate of Secoondary Education Examination in Katulani district
Abstract
Assessment of the relationship between secondary school strategic planning in management and performance in Kenya Certificate of Secondary schools (KCSE) examination relative to the already obtained 12-point mean grade score for 2009/201012011 KCSE examinations' results in Katulani District is the main objective of this research project. This study was guided by the following objectives: To establish the extent to which availability of strategic planning service charter, service vision and strategic plan influences the schools' performance in KCSE examination. To determine how strategic planning's results-based curriculum instruction's supervision as well as monitoring and evaluation of the operationalization of strategic plans influences the secondary schools' performance in KCSE examination.
Descriptive survey design in quantitative research approach, coupled with a census sampling and purposive sampling methods to select all the thirteen KCSE examination secondary schools in the district using the census sampling technique. Purposive sampling method was used to select a sample size of 45 study participants. Among the study participants were 39 from the 13 selected KCSE examination schools, thus all the 13 principals; 13 deputy principals and 13 deans of studies or examination officers (in case of schools without deans of studies) were selected and the other 6 participants were selected using purposive sampling method where the DEO and the Deputy DEO; the DQASO and the Deputy DQASO; the District Education Personnel Officer and District Education Staffing Officer were selected from the DEO's Office in Katulani District. For correlation analysis, twelve KCSE examination secondary schools were selected using an outlier sampling technique, with the thirteen schools arranged in ascending order where the Median was used to divide them into two sets of six schools each.
Independent variables would constitute selected researcher's strategic planning factors (as shown above in the objectives of the study) that have influence on secondary schools' performance in KCSE examination.
The schools' performance in KCSE examination in terms of the 12-point mean grade school scores would constitute the dependent variable of the study. The instruments for data collection would consist of a structured questionnaire with closed ended items for principals; deputy principals and deans/or examination officers and an interview guide for Ministry of Education (MOE) officials. The questionnaire was personally administered to the participants in each school and the selected teachers and the district' ministry of education officials at the DEO's office were personally interviewed to solicit for data so as to collaborate the data collected through the questionnaire.
Data were analyzed using descriptive statistics such as percentages and mean values. Standard deviations would also be computed for each research question to test for consistency ana/or the variability of responses across the study participants. Inferential statistics were used to compute the correlation coefficient between the 6 upper half performing schools and the 6 lower half performing schools in relation to the effectiveness of abiding to the strategic planning approaches' guidelines from the MOE. The study findings were interpreted and discussed to depict the extent to which strategic planning has influenced secondary schools' results-based management and management by objectives. The findings were presented using frequency distribution tables. The recommendations of this study may aid in presenting a case for further research on the topic of the study as well as providing a case for evaluation of the merits and demerits of strategic planning in secondary schools both in Katulani District and Kenya as a whole.
