| dc.description.abstract | The policy on FPE abolished school fees, provided teaching and learning resources and free school feeding programme. However, despite of the noted increase in enrollment of pupils in public primary schools nationwide, the enrollment in Kiambu since the introduction of FPE in 2003 to the year 2011 has been declining as shown in the table 1.1 below. This study therefore sought to establish whether the decline has been contributed to by FPE aspect.
The objectives of the study are to: establish the effect of school fees abolition on pupils' enrollment in lower public primary schools, find out whether availability of teaching and learning resources have an effect on pupils' enrollment in lower public primary schools examine the extent to which free school feeding programme affects pupils' enrollment in lower public primary schools. The study adopted a descriptive approach design to gather information on effect of Free Primary Education on pupils' enrollment in lower primary education. The study participants comprised 22 headteachersl teachers, 24 parents, 23 pupils and 1 QASO.
Three data collection tools were employed, that is, a questionnaire, an interview schedule, and an observation schedule. Data was analyzed using simple descriptive statistics, including frequency counts and percentages, and the results presented in frequency tables, bar graphs and piecharts. The study established that FPE implementation enhanced enrolment of pupils in Ngewa zone. The study findings also revealed that the schools in Ngewa zone did not have enough teaching/learning resources and most of the schools did not have school feeding programmes.
Inadequate teaching/learning resources and lack of school feeding programmes were cited as reasons as to why pupils did not enroll for school in great numbers as they would. It was recommended that the local leaders should educate parents on the importance of sending their children to school, the government should ensure that schools are provided with enough teaching/learning resources depending on the number of pupils and teachers in the schools to enhance leaming as well as provide funds in good time, The community and parents should support feeding programmes in the school. | en_US |
